Abstract

This study aims to analyze the implementation of the Fishermen's Special Housing (RKN) assistance policy in Karan Aur Village, Pariaman Tengah District, Pariaman City. The background of this research is the plan that Fishermen's Special Housing (RKN) in Karan Aur to use a leasing system even though it currently has the status of a usufructuary and not a private property. However, from September 2017 to July 2023, there is no clarity regarding this leasing system, so that the temporary placement of fishermen is still free and without binding rules. In this study, researchers used a qualitative approach with descriptive methods. The data obtained were collected through interviews and observation as well as documentation in Karan Aur Village. The results showed that the implementation of the Fishermen's Special Housing (RKN) assistance in Karan Aur Village was not maximized because there were still deficiencies such as the selection of non-durable furniture for long-term use, delayed handover of assistance and unclear rules for using and maintaining houses.
