Abstract

Indonesia is one of the countries affected socially and economically by the global Covid-19 pandemic which has hit the world since early 2020 (Hidayat, 2021). This condition prompted the government to issue a Direct Cash Assistance (BLT) policy to help people overcome the financial impact of the pandemic. This assistance is given to families who are registered in a predetermined database, such as a Family Card (KK) or verified poor family data. This study aims to analyze and evaluate the implementation of BLT Program policies during the Covid-19 pandemic in South Solok Regency. This research is a qualitative research using the Van Meter and Van Horn models as an analytical framework. Primary and secondary data collection is done through interviews, documentation and observation. The informants came from the PMD Social Services, Districts, and Nagari government officials. In conducting data analysis, the Nvivo 12 Pro program was used. The results showed that the implementation of the BLT Program was influenced by several factors, including the bureaucratic structure, resources, communication, disposition, social environment, economy, and politics. The conclusion of the study shows that the BLTĀ  is running well and effectively. The recommendations include increasing access to transportation, improving road infrastructure, increasing the aid quota, increasing communication and coordination, digitizing document management, evaluating and routine monitoring.
