Abstract

The Olo Village of Padang City is a combination of Koto Marapak, Ujung Pandan, Olo Ladang, Bandar Olo and Damar in 2001 which is located in Padang Barat District, Padang City, a distance of approximately 500 meters from the center of Padang City. Olo is located at an altitude of + 2 m above sea level which is one of the sub-districts that has the potential to experience various natural disasters such as earthquakes, tsunamis and so on. Then the Olo Village was implemented by the Disaster Resilient Village program. So this study aims to examine in depth and describe the factors that influence the effectiveness of the disaster resilient village program in Olo Village, Padang City. To answer the research objectives above, the research method used is qualitative-descriptive (Case Study). The informants of this study had substantive subject criteria from the implementation of the Tangguh Disaster Village program, namely the Padang City Regional Disaster Management Agency, disaster experts, Olo Village Head, Olo Village Head of Order, Tangguh Disaster Group, and the local community. This study found two factors influencing the effectiveness of the Tangguh Disaster Kelurahan program in Olo Kelurahan, namely inadequate human resources (HR) and minimal infrastructure in supporting the smooth running of the Tangguh Disaster Kelurahan program. Therefore, this study concluded that the main step to cover these two factors is to improve the quality of human resources and complete the required infrastructure.
